Instruments of Crime are Instruments, Not Crimes...

I wanted to come up with a pithy title for this, but the original author's is perfect. In a case where people use video cameras to perpetrate crimes, the video cameras are not the problem - the people's behavior is the problem. Ditto for guns, knives, and paper airplanes.
